Before you recruit testers, know how many each track can hold. These are the limits on Google's help page, verified on 2026-10-17.
Limit table
| Track | Tester limit | Notes |
|---|---|---|
| Internal | Up to 100 testers per app | Added by email list; available to testers within minutes after a new bundle |
| Closed | Up to 200 lists, up to 2,000 users per list; up to 50 lists per track | Email lists or Google Groups |
| Additional closed tracks | No size limits | Some features, such as country targeting, are not supported |
| Open | Unlimited by default, or a limit you set (at least 1,000) | Anyone can join |

What this means in practice
- Internal fits a small team and quick checks.
- Closed fits invited testers, for example the testers you need for the production-access requirement. AppReviewX test groups work with closed tests: 12 testers, 14 days in a row, for Android apps.
- Open is public. Anyone with the link can join, and the app is visible to people you do not know.
Other rules from the same page
- You can run several closed tests and one open test at the same time.
- A user in an internal test is not eligible for open or closed testing until they opt out of the internal test.
- Internal testers can install paid apps for free; closed and open testers must purchase them.
Plan your track
- Count how many people you actually have.
- Pick the smallest track that fits the goal.
- Keep a buffer, because testers drop out.
